Soumitra Dutta on How AI is Reshaping the Balance of Israel-USA-Iran War

AI at the Frontlines of Power

The difference between the conflict between Israel-USA-Iran and all other conflicts is not only a geopolitical conflict, but also the scale and the scope of the application of the systems of decision-making which are aimed at assisting with AI. Partly, this technological advancement will lead to efficiency and accuracy. However, there are problems attached to it that Soumitra Dutta, the former dean of the Said Business School at Oxford, has been attempting to raise.

A recent report by the TRENDS Research and Advisory shows that AI is reshaping the strategies of the three countries. The United States has been the first to introduce AI in real-time decision making. The complexity of its technologies like the Maven Smart System has made it possible to analyze intelligence quickly. Its ability to find and attack targets dramatically reduced the time interval between identifying the target and taking action.

It is a trend in thinking within the military which is longer-term: that the faster the decision is made, the greater the strategic edge. In its turn, Israel has taken a defensive, yet technologically developed course. Examples, how AI may be used to design an effective multi-layered defensive network with a high interception effectiveness will include systems such as Iron Dome and Iron Beam.

In the meantime, the automation is being incorporated in the operational planning as it was seen in targeting systems like Lavender and The Gospel. These innovations are not only efficient, but they are cost-saving, and it is possible to have long-term defense.

In Iran, things are the reverse. In turn, it is an asymmetric method when compared to other AI systems with greater budgets. Cyber warfare, influence operations, and AI-based drones such as the Shahed series are also the focus of attention that contributes to Iran exploiting affordability and flexibility. But, radical as these developments are, they direct us also to the heart of the problems advanced by Soumitra Dutta, Oxford Dean (Former).

Innovation to him has never been about innovation; it has always been about responsibility with AI. His ancient theses are elementary, and far-reaching technology must be the servant of the man, not a danger to him.

Soumitra Dutta, Oxford Dean (Former) and his suggestion are indeed timely as far as this confrontation is concerned. The increased application of AI reduces the element of human involvement in critical decisions, particularly life-threatening ones. The ethical accountability is dispersed with algorithms being able to recognize targets or suggest actions. In the event of an AI system failing in its judgment, who is to bear responsibility? This is a question not yet answered; this was a perilous failure in world government.

Soumitra Dutta has always called to establish a global regulatory system to supervise the application of AI, particularly in such a sensitive sphere as warfare. In the absence of such regulation, countries are at liberty to use AI functions to abuse its power to the detriment of ethics and human rights.

The present conflict exemplifies precisely what may occur in the cases when such regulation is not enforced: steep growth, ambiguous responsibility, and growing risk of civilians. The war between Israel, USA and Iran is not a mere geopolitical battle; it is a preview of the future of warfare. AI has become a force in the formation of power relations, providing some opportunities and threats beyond imagination.

In the view of Soumitra Dutta, Oxford Dean (Former), this scene is not so much about technological accomplishment as ethical retribution. If his suggestion remains unattended, the world will possibly be left in a situation where innovation will run ahead of man, and he will not be able to contain it. The real price of AI in that world will not be the efficiency and accuracy, but rather the lives and the stability that it endangers.
